Do you mean in my opinion or in the public eye? If you jokingly state it to a black person you at least somewhat know, they most likely wont care. If you say it to a white person, they will probably get offended. Personally for me, intent is what matters. If it's a joke and nothing more, I couldn't care less. If you're using it to be downplay a specific race, then yeah that's racist.
